Depuis janvier 2026, la période P6 des Certificats d'savings d'Énergie a bouleversé la donne : nouvelles fiches, montants renforcés, requirements tertiaires renforcées. C'est le moment de bouger.

Voici comment mobiliser vos CEE efficacement en 2026.

What exactly is P6? And why does it change the rules

CEE works by 5-year periods. P5 (2021-2025) is finished. P6 (2026-2030) begins with significant changes.

The 4 key changes in P6
  • Strengthened obligation for tertiary: Large tertiary surfaces must achieve 3.5% annual reduction (vs 2.5% in P5). This requires owners to undertake works.
  • New standard operating forms: 12 forms were removed, 15 modified, 8 added. Amounts also change.
  • Unit amounts noted for tertiary: La fiche LED BAT-EQ-127 passe de 0.80€ à 0.95€ par m² de lighting LED. La PAC passe de 80€ à 120€ par kWh.
  • Strengthened controls: Non-compliant RGE files are rejected more strictly. No second chance.

Traduction : si vous aviez un project borderline en P5, il devient profitable en P6. Et si vous traîniez, c'est maintenant ou jamais.

Most cost-effective solutions for the tertiary sector in 2026

At Solyance, we sort the forms by net profitability added. Here are the most profitable:

1. BAT-EQ-127 — LED tertiary lighting

Current CEE amount P6: 0.95€ per eligible m²

It's the simplest and most common project. Replacing old fluorescents with LED saves 10-20 kWh/m²/year. At 0.95€, a 5,000 m² LED project generates:

  • Volume CEE : 5 000 m² × 0.95€ = 4 750€
  • Investissement typique : 40 000€ TTC
  • ROI direct : 12%

Common case: 10,000 m² building generates €9,500 CEE.

2. BAT-TH-116 — BMS and tertiary management system

Montant CEE actuel P6 : variable selon surface et technologie

Installer une BMS (Gestion Technique du building) pour piloter heating/clim/lighting, c'est un économe de 10-15% sur la consumption énergétique globale. Les CEE valuent cela entre 1 500€ et 8 000€ selon votre système.

  • Typical investment: 20,000 to 60,000€ all-in
  • Estimated CEE bonus: 3,000 to 15,000€
  • ROI: 15-30% over 5 years of operation

Typical case: 5,000 m² building with simple BMS = 6,000€ in CEE.

3. BAT-EN-080 — Thermal insulation of roofs/facades

Current CEE amount P6: 25€ to 35€ per m² depending on thermal resistance

Isoler une roof tertiary, c'est 30-50 kWh/m² économisés par an. Coûteux mais très éligible CEE.

  • Investment: 100 to 200€ ex-tax per m²
  • Energy Savings Cert.: €25-35/m² (12-35% project financing)
  • For 1,000 m²: 25,000 to 35,000€ CEE

Typical case: insulating 2,000 m² of roof = 50,000€ in CEE grants.

4. Air-to-air / air-to-water heat pumps (PAC)

Current CEE amount P6: €120 per kWh cooling capacity

Installer une PAC pour remplacer un vieux climatiseur ou heating, c'est 40-60% de consumption heating/clim en moins.

  • Investment: 500 to 1,500€ per kWh
  • CEE bonus: 120€ per kWh
  • For a 50 kWh heat pump: 6,000€ CEE

Typical case: 100 kWh heat pump for 3,000 m² building = 12,000€ in CEE.

This file was submitted at end of February 2026, validated by the certifying body mid-March. Grant paid in April.

The 3 essential vigilance points

Trap 1: Signing works before securing CEE commitment

Many project owners start work thinking CEE will come afterward. Major mistake. Mandatory rule : the CEE commitment must be signed BEFORE work starts. Past this stage: guaranteed rejection.

The rule: sign the CEE commitment first, works after. This is a 4-8 week delay between request and validation.

Trap 2: Not having a certified contractor for execution

RGE = Reconnu Garant de l'Environnement. Les fiches CEE exigent que les travaux soient réalisés par une company certifiée RGE. Pas de RGE = pas de CEE, même si le travail est technique.

To do: before signer un quote, vérifier que l'company a le label RGE pour le domaine concerné (RGE-Efficacité énergétique, RGE-Énergies renouvelables, etc.).

Pitfall 3: Outdated or incorrectly applied forms

P6 removed 12 sheets. If your file uses an outdated sheet, rejection. Also, the sheet must match precisely to your work. Relight part of the building and not all? The form only applies to the relit area.

To do: have your forms validated by an independent CEE expert before signing the quote.

Who can really handle your CEE file?

You have 3 options:

Option 1 : L'installateur / prestataire

RGE companies often manage their own CEE files. It's quick — but biased : they optimize for their gain, not yours. They can inflate volumes or use sub-optimal forms to get you to sign quickly.

Option 2: An independent third party (CEE provider)

A CEE-specialized engineering firm prepares the file as agent. It's neutral, CEE gains go entirely to you. Costs €2,000-5,000 in setup fees but worth it for €40K+ in incentives.

Option 3: Yourself (in-house)

If you have a dedicated person trained in CEE sheets and P6 regulations: possible. But rare and time-consuming. One mistake = loss of €30-60K.

Our advice: if CEE > €20,000, use independent third party. It's a profitability guarantee.

Foire aux questions

Can you combine CEE with other grants (MaPrimeRénov', regional subsidies)? +

Yes, but with a cap: total grants cannot exceed 90% of investment. Example: if you have 30K€ in CEE, 10K€ in MaPrimeRénov' and 20K€ in regional subsidy, total (60K€) can't exceed 90% of 70K€ investment (= 63K€ max). Beyond that, aids reduce proportionally.

Do CEE also apply to photovoltaic? +

Non, la fiche PV n'existe qu'en entreprises agricoles (filière spéciale). Pour du PV tertiary, pas de CEE. Par contre, les gains d'autoconsommation PV + LED et BMS couplées peuvent générer des CEE. C'est un arbitrage : si vous faites PV + LED, les CEE viennent du LED, pas du PV.

How long between CEE request and payment receipt? +

Count 6 to 12 weeks Total: 4-6 weeks to validate commitment, 2-4 weeks for post-work follow-up (inspection visit), 2 weeks for payment. In P6, timelines are stricter but decisions faster. Plan: file in February = money in April/May.

Who decides the final CEE bonus amount? +

The certifying body (ATEE, Ecocert, etc.), based on the sheets and actual volumes. You submit an estimated request, the inspector verifies on-site and adjusts. Most of the time, final amount = estimated amount ±5%. Gaps >10% are rare unless the work doesn't match the sheet.

Tertiary Decree & OPERAT: obligations, timeline and action levers

Le Tertiary Decree impose des requirements de réduction des consommations énergétiques à tous les bâtiments tertiaires de plus de 1 000 m². La plateforme OPERAT, gérée par l'ADEME, est l'outil de déclaration officiel. Voici ce que ça implique concrètement pour votre organisation.

What the Tertiary Decree says

Le décret n°2019-771 du 23 juillet 2019, dit Tertiary Decree, impose aux propriétaires et occupants de bâtiments tertiaires de plus de 1 000 m² de réduire leurs consommations énergétiques selon un timeline précis :

These targets can be met either relative (reduction vs. reference year 2010-2019) or absolute (target consumption in kWh/m²/year by activity type). Most favorable applies.

OPERAT: the reporting platform

OPERAT (Observatoire de la Performance Énergétique, de la renovation et des Actions du tertiary) est la plateforme gérée par l'ADEME sur laquelle les assujettis doivent déclarer annuellement leurs consommations énergétiques.

⚠️ Deadline not to miss

The first OPERAT declaration was due September 30, 2022. Declarations are then annual (N-1 data). Failure to declare exposes to a formal notice and publication on public register — which large CSRD-subject companies cannot afford.

To declare on OPERAT, you must: identify subject buildings, collect consumption by energy vector (electricity, gas, oil, etc.), define reference year, and report surfaces and activities. Work that can be complex for multi-site portfolios.

Le décret ne prescrit pas de technologies — il fixe des résultats. En pratique, les leviers les plus efficaces pour atteindre -40% d'ici 2030 sont, par ordre de profitability décroissante :

Réduction immédiate de 40 à 60% de la consumption d'lighting. return on investment 2-4 years. Lever le plus rapide à déployer.

Steering fin du heating, climatisation, ventilation. savings de 15-30% sur les consommations HVAC sans toucher à l'enveloppe.

Photovoltaic self-consumption
Réduit la consumption d'énergie primaire du réseau. Valorisable dans le calcul OPERAT selon la méthode retenue.

Building envelope renovation
insulation, remplacement des menuiseries, traitement des ponts thermiques. IRR plus long mais gains durables.

Our approach is to model the impact of each lever on your OPERAT consumption before investing. Some PV projects, for example, have no OPERAT impact if electricity is sold back rather than self-consumed — this kind of nuance radically changes the trade-off.

Important point on renewable production deduction: Le Tertiary Decree permet de déduire la production d'énergie renouvelable générée sur le site des consommations déclarées. Un project PV en autoconsommation peut donc à la fois générer des revenus et améliorer votre score OPERAT — sous réserve d'une modélisation correcte.

Frequently asked questions

Is my building subject to the Tertiary Decree?
Si votre building (ou la partie à usage tertiary) dépasse 1 000 m², oui. Cela inclut bureaux, commerces, entrepôts avec activité tertiary, hôtels, healthcare facilities, bâtiments publics. Le seuil s'apprécie par entité fonctionnelle, pas par propriété.
What's at risk if not declared in OPERAT?
The ELAN law provides for a formal notice, then publication on a public register (name & shame). For companies subject to CSRD or listed, it's a significant reputational risk. Monetary penalties are also provided for by the decree.
Does a PV project improve my OPERAT score?
Yes, subject to conditions. Electricity produced and self-consumed on-site can be deducted from reported consumption. However, a full sell-back installation has no OPERAT impact. The self-consumption / sell-back trade-off must therefore address this issue.
How to calculate my reference year?
You freely choose a year between 2010 and 2019 as reference (most representative of your normal activity). ADEME recommends avoiding atypical years (work, Covid crisis, etc.). We help you identify the optimal year in your billing history.
